The US then targeted additional missiles on Moscow, a reaction that demonstrated in the most graphic terms how ballistic missile defense would accelerate the arms race. Robert McNamara, President Lyndon B. Johnson's secretary of defense, fully understood the problem. But Johnson ultimately yielded to domestic political pressure and decided in 1967 to deploy the Sentinel antiballistic missile system, with McNamara explaining that it would be a "light" defense against China—which was to have no ICBMs for the next 11 years.
